Monti says he won't run for Italian premier

ROME (AP) ? Italy's caretaker Premier Mario Monti said Sunday he won't run in February elections, but if political parties that back his anti-crisis agenda ask him to head the next government he would consider the offer.

Monti ruled out heading any ticket himself, saying "I have no sympathy for 'personal' parties."

At a news conference, Monti made clear he was spurning an offer from his predecessor Silvio Berlusconi to run on a center-right election ticket backed by the media mogul, citing Berlusconi's heavy criticism of his economic policies.

Monti's decision ends weeks of speculation that have dominated Italian politics and preoccupied Europe, which is eager to see Monti's financial reforms continue.

The premier, an economist who has spent 13 months tasked with trying to right Italy's troubled economy, said Berlusconi's flipping back and forth between condemning the government's economic policies and then praising the premier convinced him that "I couldn't accept his offer."

Monti was tapped by Italy's president to lead the country after Berlusconi was forced to resign, having lost the confidence of international markets. He stepped down Friday after Berlusconi's party withdrew its support from his technical government, but has been asked stay on in a caretaker capacity in the run-up to Feb. 24-25 elections.

Other centrist parties in Parliament have been urging him to run for another stint as premier. Monti said "I won't line up with anyone," but made clear he was available to head the next government.

"If one or more political forces is credibly backing (Monti's) agenda or even has a better one, I'd evaluate the offer," Monti said.

"To those forces who demonstrate convincing and credible adherence to (my) agenda, I will be ready to give encouragement, and if necessary, lead" the country, he said.

Monti expressed gratitude to Berlusconi for his backing of key anti-crisis measures, but said "I struggle to understand his line of thought."

"Yesterday, we read that he assessed the work of the (Monti) government to be a complete disaster. A few days earlier I read flattering things," he said.

The logic of Berlusconi's positions "escapes me" and "I couldn't accept his offer," Monti said, drawing chuckles.

Monti praised his government and Parliament for its support of spending cuts, new taxes and pension reform that he said had saved Italy from succumbing to the debt crisis.

"Italians as citizens can hold their heads up high in Europe," Monti said, noting Italy had avoided the kind of bailouts that Greece, Portugal, Ireland and Cyprus have been forced to take.

Italy's President Giorgio Napolitano dissolved Parliament after Monti handed in his resignation following approval of the country's national budget law. Monti noted that as a senator-for-life, he remains in Parliament and thus doesn't need to run for a seat in the legislature.

Napolitano set elections two months before their expected date, recognizing that without Berlusconi's support for Monti, it was useless to wait until late April for Italians to go to the ballot box.

Voter opinion polls indicate a centrist ticket backing Monti would take about 15 percent of the vote, meaning any government headed by him would have to have the support of either of Italy's largest political groupings: the center-right, led by Berlusconi, or the center-left, led by Pier Luigi Bersani.

Excessive protein synthesis linked to autistic-like behaviors, neuroscientists find

Dec. 23, 2012 ? Autistic-like behaviors can be partially remedied by normalizing excessive levels of protein synthesis in the brain, a team of researchers has found in a study of laboratory mice. The findings, which appear in the latest issue of Nature, provide a pathway to the creation of pharmaceuticals aimed at treating autism spectrum disorders (ASD) that are associated with diminished social interaction skills, impaired communication ability, and repetitive behaviors.

"The creation of a drug to address ASD will be difficult, but these findings offer a potential route to get there," said Eric Klann, a professor at NYU's Center for Neural Science and the study's senior author. "We have not only confirmed a common link for several such disorders, but also have raised the exciting possibility that the behavioral afflictions of those individuals with ASD can be addressed."

The study's other co-authors included researchers from the University of California, San Francisco (UCSF) and three French institutions: Aix-Marseille Universite'; Institut National de la Sant? et de la Recherche M?dicale (INSERM); and Le Centre National de la Recherche Scientifique (CNRS).

The researchers focused on the EIF4E gene, whose mutation is associated with autism. The mutation causing autism was proposed to increase levels of the eIF4E, the protein product of EIF4E, and lead to exaggerated protein synthesis. Excessive eIF4E signaling and exaggerated protein synthesis also may play a role in a range of neurological disorders, including fragile X syndrome (FXS).

In their experiments, the researchers examined mice with increased levels of eIF4E. They found that these mice had exaggerated levels of protein synthesis in the brain and exhibited behaviors similar to those found in autistic individuals -- repetitive behaviors, such as repeatedly burying marbles, diminished social interaction (the study monitored interactions with other mice), and behavioral inflexibility (the afflicted mice were unable to navigate mazes that had been slightly altered from ones they had previously solved). The researchers also found altered communication between neurons in brain regions linked to the abnormal behaviors.

To remedy to these autistic-like behaviors, the researchers then tested a drug, 4EGI-1, which diminishes protein synthesis induced by the increased levels of eIF4E. Through this drug, they hypothesized that they could return the afflicted mice's protein production to normal levels, and, with it, reverse autistic-like behaviors.

The subsequent experiments confirmed their hypotheses. The mice were less likely to engage in repetitive behaviors, more likely to interact with other mice, and were successful in navigating mazes that differed from those they previously solved, thereby showing enhanced behavioral flexibility. Additional investigation revealed that these changes were likely due to a reduction in protein production -- the levels of newly synthesized proteins in the brains of these mice were similar to those of normal mice.

"These findings highlight an invaluable mouse model for autism in which many drugs that target eIF4E can be tested," added co-author Davide Ruggero, an associate professor at UCSF's School of Medicine and Department of Urology. "These include novel compounds that we are developing to target eIF4E hyperactivation in cancer that may also be potentially therapeutic for autistic patients."

The study's other co-authors were: Emanuela Santini, the study's lead author, Thu Huynh, Andrew MacAskill, Adam Carter, and Hanoch Kaphzan of NYU's Center for Neural Science; and Philippe Pierre of Aix-Marseille Universit?, INSERM, and CNRS.

FDA approves Roche's Tamiflu for infants with new flu symptoms

(Reuters) - The U.S. Food and Drug Administration on Friday expanded the use of Tamiflu, the flu drug from Roche, to children as young as two weeks old who have shown flu symptoms for no more than two days.

The FDA said the drug cannot be used to prevent flu infection in this age group. The drug is currently approved as both a flu treatment and preventative flu drug for children ages 1 and older, and adults. It aims to help lessen the length and severity of the flu.

Tamiflu was approved in 1999 and is distributed in the United States by Genentech, part of Roche. It was co-developed by Gilead Sciences. Its most common side effects include vomiting and diarrhea.

The FDA said its expanded use is based on extrapolating data from previous study results in adults and older children, and supporting studies by the U.S. National Institutes of Health and Roche.

Tamiflu, which had peak sales of $3 billion in 2009 because of the H1N1 swine flu epidemic, is approved by regulators worldwide but some researchers claim there is little evidence it works and have asked Roche to hand over data so they can study its effectiveness.

A 16-year-old chess player from Nigeria and his mother inspired a Virginia town.

A 16-year-old chess player from Nigeria named Oghenakpobo Efekoro, known as 'Pobo,' came to Norfolk, Va. and demonstrated chess strategies to elementary school students.

?Tis the season to hear of wise men following a star, and it got me to thinking about how to raise children to be wise and to reach for the stars. A recent weekend visit with a young chess player from Brooklyn and his Nigerian-born mother brought home the reality that in life, as in chess, you need both a strategic plan and someone to have your back.

After interviewing 16-year-old Oghenakpobo Efekoro (known as Pobo), the young star of the chess documentary "Brooklyn Castle," for this blog, I realized how much families here in Norfolk, Virginia would gain by meeting him and his mother, Christina Inuware. (I?m the founder of a little volunteer group that provides free chess learn & play sessions in our community called The Norfolk Initiative for Chess Excellence.) His story as a first-generation American with Nigerian parents, losing his father at age four and going down a dark road that only a board game and parental support could remove him from, is powerful.

The hitch was that we had to pay the plane fares, room and board for Pobo and his mom. We don?t have grants. We have chess sets, kids and free bagels from Yorgos Bageldashery. Airlines have yet to adopt the bagel currency system, so we had a problem.

Armed with video clips of our local children at community centers, libraries and schools trying to better themselves through chess, I sent emails out and asked for sponsors to give this holiday gift to our city.

And we received ? big time. The Sheraton Waterside Hotel pledged full accommodations, two Board of Education members generated every kind of educational backup we could imagine, including a whole school for a learn and play event after the film screening and Q&A with Pobo at the theater. And Will Smith, a devoted chess player, paid the air fare for both Pobo and his mother Christiana from the Will and Jada Smith Family Foundation after I sent videos of our city?s children playing chess and made the case for how much more powerful the learning experience would be if Pobo were here to keep it real.

The Norfolk city manager funded movie tickets to all our Lambert's Point chess kids, while local businesses and residents chipped in to buy tickets for kids and their parents/guardians, teachers and mentors to see the film.

On Dec. 8, Pobo arrived at the Naro Cinema, where nearly all 500 seats were filled, and then went to Campostella Elementary School, a Title 1 school in a struggling section of the city, where he taught chess for hours. He gave them a role model of a sort they had never known ? a young man, well over six feet one inch and built like a linebacker for the Giants, who speaks softly, laughs easily and can devastate a man of 40 in blitz chess on the clock that had them gasping and cheering like they were in the stands of the NFL on playoff day.

Seeing him and his mother together, the respectful give-and-take and how she, too, smiled easily and advised well showed where his strength came from.

We?re trying to renovate the old trolley train station in a very under-served section of town called Villa Heights to make a free chess and STEM center for kids, and the neighbors there decided to throw a farewell for Pobo and his mother. The head of the Civic League there presented Christina with a bouquet of flowers, saying, ?We wanted to honor you for the way you have raised your son, because we all know how hard that is for a single parent and how much you had to do with his success.?

As I drove them to the airport for the flight home, Pobo said, ?I?ve been to a lot of cities for this movie, but this was the first place where we saw an entire community just come together from all walks of life. This is what?s amazing and important. It?s about everyone coming together and when someone like Will and Jada Smith can reach out like that and just make it real for people... it?s something I?ll never forget in my lifetime.?

We are a user of Tata Communication Ltd broad band service, but since beginning we are facing problems with the connection, everyday the connection gets disconnected and we have to call the customer service desk every time to start the connection, once the complaint is lodged the connection starts automatically, we have sent number of mails to them also to appellate authority for a satisfactory solution but nothing has happened till date. Today the latest complaint number is 15011114 lodged at 14:55 and again when I tried to lodge a complaint at 19:29 the executive Pradyut Kini even refused to take down another complaint. We expect a satisfactory solution to this at the earliest. The appellate authority sould atleast have the courtesy to respond to mails other than sending pre typed responses.

I even tried to find where to lodge a complaint with TRAI but could not find where to lodge a complaint, if somebody knows it please let us know.
