G4S backs CEO over Olympic fiasco

LONDON (Reuters) - Security firm G4S stood by its chief executive Nick Buckles and said two other senior executives would go following its probe into an embarrassing Olympic contract blunder.

The debacle began when the firm admitted just two weeks before the Olympics that it could not provide a promised 10,400 guards, forcing troops to step in and make up the shortfall.

The firm said its review did not uncover any "significant shortcomings" in the CEO's handling of the contract that has put its commercial relationship with the British government at risk.

Government deals account for over half of G4S's 1.8 billion pounds British revenue. The group, which operates in over 125 countries, is expected to achieve total revenue of 8 billion pounds this year.

There had been speculation Buckles would fall on his sword in an attempt to shore up the firm's damaged reputation in Britain but instead chief operating officer David Taylor-Smith and global events director Ian Horseman Sewell resigned.

"Whilst the CEO has ultimate responsibility for the company's performance, the review did not identify significant shortcomings in his performance or serious failings attributable to him in connection with the Olympic contract," G4S said.

The company was capable of fulfilling the contract, the review found, but did not sufficiently allow for the scale and complexity of the task.

Buckles, who has been with the world's biggest security group for 27 years, has been the face of the Olympic failure, taking to television and radio airwaves to apologise to the British public and twice being hauled in front of a Parliamentary Committee to explain what had happened.

But he has also presided over a 76 percent rise in his company's share price since being elevated to the CEO role in 2005, and now needs to persuade the government that G4S can be trusted with upcoming contracts managing British prisons and police outsourcing deals.

"Are we surprised that Buckles hasn't gone? Frankly yes. Does it draw a line under the whole affair? I don't think it does," said Seymour Pierce analyst Kevin Lapwood.

The company was awarded a small electronic tagging deal in Scotland last week, but the government may find it awkward to award large outsourcing deals to G4S so soon after a parliamentary committee rapped it on the knuckles.

"It's not closure. They must waive their fee and pay compensation," tweeted Keith Vaz, who chairs the Home Affairs Committee, on Friday.

The Home Affairs Committee has called for G4S to waive its 57 million pounds management fee for the contract, while the company reiterated on Friday that it expected to make a 50 million pound loss on the contract.

CONTRACT ISSUES

Taylor-Smith was responsible for ensuring the Olympics contract was delivered on budget and on time, while Sewell was the account director who told Reuters just before the Games that the company could have delivered two events of that scale at the same time.

The report found G4S did not track its workforce effectively and failed to realise the problem until too late.

"Our review of the company's performance on this contract has been extremely thorough and, whilst the failures are largely specific to the very special nature of this contract, we will learn from mistakes made," said Chairman John Connolly.

G4S said it would carry out more vigorous risk assessment in future, with greater board oversight of large contracts.

It also tasked Kim Challis with repairing relations with the government, creating a new role of CEO for UK government opportunities and outsourcing.

The group is the second largest private sector employer in the world, running operations from immigration and border control to guarding ships from pirates and cash transportation.

Same-store sales rose for the 15th consecutive month; Restaurant operators are somewhat more optimistic about the economy

WASHINGTON, Sept. 28, 2012 - Buoyed by stronger same-store sales and customer traffic levels, the National Restaurant Association?sRestaurant Performance Index (RPI) posted a modest gain in August.? The RPI - a monthly composite index that tracks the health of and outlook for the U.S. restaurant industry - stood at 100.6 in August, up 0.4 percent from July and the first increase in five months. August represented the tenth consecutive month that the RPI stood above 100, which signifies continued expansion in the index of key industry indicators.

?Growth in the RPI was driven largely by improving same-store sales and customer traffic results in August,? said Hudson Riehle, senior vice president of the Research and Knowledge Group for the Association. ?Six out of 10 restaurant operators reported positive same-store sales in August, while customer traffic readings bounced back from July?s net decline.?

?In contrast, the Expectations Index remained dampened compared to recent stronger levels, with restaurant operators retaining a cautious outlook for sales growth and the economy in the months ahead,? Riehle added.

The Restaurant Performance Index is constructed so that the health of the restaurant industry is measured in relation to a steady-state level of 100. Index values above 100 indicate that key industry indicators are in a period of expansion, while index values below 100 represent a period of contraction for key industry indicators.? The Index consists of two components - the Current Situation Index and the Expectations Index.?

The Current Situation Index, which measures current trends in four industry indicators (same-store sales, traffic, labor and capital expenditures), stood at 100.6 in August - up 0.8 percent from July?s level of 99.8. After dipping below 100 in July for the first time in nine months, the August reading represents a return to expansion in the index of current situation indicators.

Restaurant operators reported positive same-store sales for the 15(th) consecutive month, with August results representing a solid improvement over the July performance. Sixty-one percent of restaurant operators reported a same-store sales gain between August 2011 and August 2012, up from 53 percent who reported positive sales in July. In comparison, 25 percent of operators reported lower same-store sales in August, down from 36 percent in July.?

Restaurant operators also reported a net increase in customer traffic levels in August. Forty-seven percent of restaurant operators reported higher customer traffic levels between August 2011 and August 2012, up from 35 percent who reported positive traffic in July. In contrast, only 32 percent of operators reported lower customer traffic levels in August, down sharply from 46 percent in July.

Despite the uptick in sales and customer traffic, restaurant operators reported somewhat lower levels of capital spending.? Forty-one percent of operators said they made a capital expenditure for equipment, expansion or remodeling during the last three months, down from 46 percent who reported similarly last month.

The Expectations Index, which measures restaurant operators? six-month outlook for four industry indicators (same-store sales, employees, capital expenditures and business conditions), stood at 100.7 in August - unchanged from July?s level. Although August marked the 12(th) consecutive month that the Expectations Index stood above 100, it remained nearly two index-points below the post-recession peak reached in March.? ?

Restaurant operators remain generally optimistic that their sales levels will improve in the months ahead, as their sales outlook was essentially unchanged from last month. Forty percent of restaurant operators expect to have higher sales in six months (compared to the same period in the previous year), compared to 42 percent who reported similarly last month. Meanwhile, only 12 percent of restaurant operators expect their sales volume in six months to be lower than it was during the same period in the previous year, down slightly from 15 percent last month.

Restaurant operators are not as bullish about the direction of the overall economy, though their outlook improved somewhat from last month.? Twenty-nine percent of restaurant operators said they expect economic conditions to improve in six months, up from 22 percent who reported similarly last month.? Meanwhile, 20 percent of operators said they expect economic conditions to worsen in the next six months, while 51 percent think conditions will stay about the same.?

Restaurant operators? outlook for capital spending dipped somewhat from recent months. Forty-four percent of restaurant operators plan to make a capital expenditure for equipment, expansion or remodeling in the next six months, down from 49 percent who reported similarly last month.?

The RPI is based on the responses to the National Restaurant Association?s Restaurant Industry Tracking Survey, which is fielded monthly among restaurant operators nationwide on a variety of indicators including sales, traffic, labor and capital expenditures.? Iraqi officials say jailbreak assisted from inside

BAGHDAD (AP) ? Iraqi officials said Saturday that a jailbreak where al-Qaida-linked militants escaped death row had help from inside, further tarnishing state authority and raising new concerns over corruption.

A day after the escape in Tikrit, Saddam Hussein's hometown 130 kilometers (80 miles) north of Baghdad, scores of prisoners are still at large.

The Interior Ministry said there had been "clear collusion" between some guards and inmates in the Tasfirat prison. Weapons were brought in during family visits, and wardens left locks inside the facility open.

"The cells were not searched for a long period, which indicates more deliberate negligence that led to this incident," the ministry said in a statement released late Friday.

The escape occurred after a riot and firefight that left 20 dead, including 16 inmates and four guards, the statement said. After taking over a large part of the prison, rioters used other inmates as human shields in order to make their way out, it added. Of a total 303 prisoners, 102 escaped, including 47 al-Qaida-linked inmates awaiting execution. Some 23 were recaptured.

On Saturday, state television announced a reward for information leading to the arrest of the fugitives, and a curfew remained in force until the afternoon. Salahuddin provincial spokesman Mohammed al-Assi said "security forces have intensified efforts to hunt down those still on the run."

He refused to say how much the reward is for.

The incident generated sharp criticism for Iraqi security forces, who have been unable to stabilize the country almost a year after the withdrawal of U.S. troops. Several smaller escapes and attempted jailbreaks have already deeply embarrassed the government, which is eager to demonstrate it can run its justice and detention systems.

The Interior Ministry statement also said that Maj. Gen. Abdul-Karim al-Khazraji, the police chief of Salahuddin province where the jailbreak occurred, was fired.

Iraq has a poor track record of keeping inmates behind bars.

The Tikrit prison itself was moved to a different location after 16 prisoners, including five al-Qaida-linked inmates awaiting execution, made their escape after prying open the bars on a prison bathroom window with a pipe wrench in September 2009.

At the time, the entire prison staff and the provincial prison official were detained for questioning. Six of the escaped inmates were later captured.

And in southern city of Basra, a dozen detainees held on terrorism charges broke out of a prison in 2010, disguised in police uniforms. And last year, al-Qaida smuggled weapons and grenades into a prison in Mosul, supposedly one of the country's most secure detention centers, and attempted an ultimately unsuccessful jailbreak that left 17 dead.

In July 2011, detainees linked to al-Qaida escaped at least twice from a Baghdad area prison known as Camp Cropper shortly after the U.S. handed it over to Iraqi authorities.

Authorities earlier reported 12 people dead and 32 wounded in Friday's break in Tikrit.

Outcry over auto insurance ratings - Bankrate.com

Consumers say it's unfair for auto insurance companies to use personal details such as gender, employment and education to set policy rates, according to a survey from the Consumer Federation of America, or CFA.

First, some background. As I previously blogged, CFA took aim this summer at the nation's four largest auto insurers -- Allstate, GEICO, Progressive and State Farm -- for quoting what the group said were excessively high rates online for state minimum liability coverage.

How high is high? More than half (56 percent) of drivers in 15 moderate-income communities around the country were quoted annual rates of more than $1,000, and a third (32 percent) were quoted more than $1,500 for no-frills, rock-bottom, state-required policies for two drivers with clean records.

Separately, CFA said it also found that insurance companies routinely weigh such personal factors as your gender, occupation, level of education, where you live and whether you had auto insurance previously before they decide how much to charge you for coverage.

In the new study, CFA compared online quotes for minimum coverage?for a 35-year-old woman with a good driving record from the same four insurers as well as Farmer's. Together, the five represent half of the private auto insurance market. The results: Most quotes were higher when the woman was single, a renter in a moderate-income neighborhood, a high school graduate, a bank teller or clerical worker, and if she lacked continuous insurance. In three scenarios, Allstate, Farmer's and State Farm in Miami did not provide any quote.

If those findings don't sit right with you, you're not alone.

According to its survey of 1,010 adults, CFA found few consumers think it's fair for insurers to set rates based on gender (OK with just 30 percent), credit score (31 percent), education (31 percent), previous insurance (32 percent) and occupation (33 percent). Fewer than half (45 percent) found that where you live was an acceptable discriminator, while miles driven (61 percent), age (66 percent) and number of years licensed to drive (74 percent) seemed fair or somewhat fair to more than half of those surveyed.

"Insurers are permitted to use factors such as education and occupation in setting prices even though these factors have nothing to do with driving and discriminate against lower-income drivers," said CFA executive director Stephen Brobeck.?"Premiums should largely reflect factors such as accidents, speeding tickets and miles driven, over which drivers have some control and which directly affect insurer costs."

Most educators view games as a way to incentivize students for good behavior, or to play during excess time in the class. However, using video games for learning purposes has caught fire in the classroom, and I don?t see it burning out anytime soon! In fact, MindShift just posted a video this week about How Games Are Being Used for Learning that I highly recommend checking out. Not convinced? The great thing about this educational tool is that you get to test it out yourself before using it with your students! Sounds like fun to me. So, here are four online games you can play?I mean, test out?before implementing them for learning:

I have upsidown property in LA , the current difference between loan and property value is approx 75K.
I have 6% rate with 235 loan for 30 years. I got a refinance proposal that will cost me 1785 APR cost and $1981 non-apr fees for 20 years at 4.34 rate.
The difference will be 133 dll less of what i paid now. The monthly rent is 1750 and the current loan payment is 2090. If i refinance i will just paid 133 from my pocket every month.
I wish I can sell the property but it is very hard so I am just waiting to see if the market get better so I can sell with not much difference.
I need advice if is worth it to refinance in this terms.

Google starts Nexus 7 tablet, content sales in Japan

TOKYO (Reuters) - Google Inc launched its Nexus 7 tablet in Japan, as well as local language movies and books, in what has rapidly become one of its biggest global markets for digital downloads.

Japan is the first country in Asia outside Australia to sell the 16-gigabyte device, which went on sale online Tuesday for 19,800 yen ($250) and will be available in retail stores on October 2. The device is already available in France, Germany, Spain, Canada, the UK and the United States, according to Google.

Japan has rapidly embraced the smartphone, with devices running Google's Android operating system tripling in the past year, according to Google. Google said that Japan now ranks third in terms of downloaded applications from its Play store.

Google makes most of its money from advertising and with the rise of mobile users, is seeing increasing traffic to its YouTube video website. In Japan and South Korea, more than half of YouTube downloads are from mobile devices, some of the highest ratios in the world.

Google's executive chairman, Eric Schmidt, attended the launch and later told a briefing that growth in the smartphone market would lead to a boom in new startup companies in Japan focused on shopping.

"It is the defining platform and the defining battle in our industry," he said.

While Google has long lagged Yahoo Japan in the domestic search market, in launching the tablet and downloadable content, it has stolen a march on Amazon.com Inc, which has yet to launch its own Kindle in Japan. Local player Rakuten Inc launched its own e-reader device, the Kobo, in July.

The primary challenge has been persuading local content providers to share content. Google said that in addition to the movies for rent it has offered Japanese consumers, it would for the first time sell movies from Sony Corp and Paramount.

In addition, Google will begin providing Japanese-language book titles on Google Play. The Android system allows users to read the same titles and pick up where they lift off on another device.

The global tablet market is dominated by Apple Inc and its iPad, which represented about 70 percent of global sales in the second quarter, and also includes Barnes & Noble Inc's Nook and Samsung Electronic's Galaxy Tab.

Healy told Bloody Elbow Radio that he was told he would not be fighting again until Melendez is healthy, and that he wasn't given the option to fight someone else.

"I'm like in a daze, still. I have to think about, if Gil's going to be out six months and I have to wait the whole time, I have to start making some plans to make money right now so I'm not in a situation where I have to make money right before training for a fight," Healy said.

Building the Ultimate Gaming PC | Video Game Blog, Video Games ...

We?ve all been there ? playing along quite merrily, but when the bullets really start flying and things are exploding all over the screen, the frame rate drops to a twitching crawl ? and by the time it?s picked up enough for you to work out which way you?re facing, you?re already dead. Your first thought is to kill your monitor by hitting it with your keyboard. Your second is to build the ultimate gaming PC and destroy those bastards that got you in the last shoot out or hack and slash, a piece of kit that would be the bane of online opponents and the envy of PC gamers everywhere.? Such objects do exist, so let?s take a look at them.

To build or not to build?

That is the question for anyone looking to invest in a new box. The advantages of buying one off the peg, so to speak, are many. First, the computer is guaranteed to work, and if it doesn?t, you can send it back and find a replacement. Second, bespoke gaming PCs often come pre-optimized, with all chips overclocked and cooled to compensate. Third, they often just look cool ? the top model in Dell?s Alienware range, the Aurora R4, comes in a gnarled mechanical-organic design that lights up like a Christmas tree would in the imagination of HR Giger and don?t forget the warranty, most major manufacturers like Dell will have a 1 to 3 year warranty cycle which will keep you happy that your investment will last at least that long.

The main benefit of building your own is financial and customizational (is that a word?), and at this end of the market the price differentials can be substantial. It?s also, let?s face it? the closest thing geeks like us get to ruggedly making things work with our bare hands. Either which way, nothing stretches the innards of your computer like a high spec game, so you?d better be careful to make sure all components are up to par.

Core components

It?s traditional to start with a CPU, and it?s fair to say that Intel is very much winning this war. The top-spec is an i7-3960x 3.3GHz Extreme Edition chips pack in six cores with a 15MB cache, with a lot of room for overclocking. ?(Of course, this time next year there?s the new Haswell generation coming, but what do you expect? The ultimate gaming PC is the least stable of concepts.) Asus offer plenty of powerful, extensible Socket 2011 motherboards to plug the thing into ? I?ve gone for the P9X79, which has four PCI-E slots (two at 16x) and 8-channel on-board audio?which we won?t be using, obviously. It also has room for 64GB RAM, but 16GB is more than enough for now.

Graphics

Top-end gaming lives and dies on graphics quality ? and it?s the mind-bogglingly sophisticated graphics engines on top-end games that most commonly cause your frame-rate to drop to a dispiriting crawl. NVidia?s GeForce GTX 690 chipset is currently the most overpowered option, and all available models come with a great hulking mass of cooling plates and fans to keep their two GPUs ticking over, along with an attractive 4GB of GDDR5 RAM. All this adds up to consistently high frame-rates on maxed-out settings: the game does not yet exist that can bring this baby grinding to a halt. Even the most power-hungry games, like Arkham City and Crysis 2, get close to an average 60fps according to NVidia?s own tests. It eats Starcraft 2 for breakfast, pushing 160fps.

You also need a high quality HD monitor, like BenQ?s XL2420T, is a must to justify the card. The XL2420T is designed with power gamers in mind, with dynamic brightness and contrast control, a 120Hz refresh rate to take full advantage of the GTX 690?s raw power, and a staggeringly quick 2ms response time. An industry-standard 16:9 1080p screen area rounds the package off.? Other notables where the Dell Ultrasharp monitors (unless they are on sale be prepared to pay a heck of a lot more then a Benq) and the Viewsonic VX2453mh-LED ?and other higher end ?gaming? lines of their monitors.? Just remember when it comes to Monitors its all about response times (lower the number is ms the better) aspect ratio (bigger the number the better) and screen resolution/refresh rates (pretty much anything good these days does 1920?1080 resolution HD and 120hz).. there are some other monitor options out there such as glare reduction etc.. these are all playing a factor in your decision but over all for games those are the three that matter.

Sound

Visuals get all the attention in gaming, but a decent sound system is a necessity. Creative?s Sound Blaster range has been keeping me happy since the days of Doom, and the Recon3D Fatal1ty card features hardware-accelerated THX audio ? along with a breakout box for minimum wire-fiddling, and all the outputs you need for a decent surround speaker system. Logitech?s Z906 5.1 set-up packs 165W into the sub and 67W into each satellite, for an unquestionably loud experience.

Hard Drives

Ok hands down solid state hard drives are the fastest thing on the consumer market right now but lets be serious those things are freeking expensive.? If you do want to go with a SSD drive you can get one of the fastest from Kingston called the HyperX 3K, a 90GB will cost you around $150 while a decent sized SSD at 450GB will cost a wonking $639.? If your scared by the price its ok, there are other options out there with less cost, but you also sacrifice on a little bit of speed with the Kingston V200 series drives ($90 for 128GB, a really decent deal on sale now at memoryexpress.com).? That being said if your like me you will need to still pick up another 1-2TB drive or multiples for all the other junk I have on my system I like the Western Digital Black series for that but if your building the ?Ultimate PC? go for the Western Digital velociraptor.

Memory

For memory we went with the fastest RAM that was available for this mother board,? We went with 16GB of the AMD Memory Performance edition PC3-10600 DDR3.? Nothing much to day here except get the fastest ram your board can support and stack up on it as well, I think minimum of 8GB for a gaming rig these days is bare minimum to play the good games.

PC Case

The case, the whole foundation of how your system is built, get one to small or not built with enough air flow and your systems fried.? Get one with not enough LED lights and people might not take you seriously (inside gamer joke).? When choosing a case you want something solid to house this beast of a rig you are building.? The first and foremost you want to get something that fits your motherboard.? Second and probably one of the more important issues is air flow and sound dampening.? First off air flow, you need to make sure whatever case you choose will have enough air flow to keep everything in your system running cool, I say the more fans the merrier but make sure they are high efficiency low noise, I generally go with the cooler master fans or the Antec.? Those video cards and CPU?s will be buzzing hot during intensive game play.? Second is sound dampening, You want to make sure all that noise stays in the case as much as possible.. However we get it you probably have like 10 fans in there your going to hear something.

So you might be asking after all these requirements what?s the best case we can get? Tell you what we really, really, really like the Thermaltake Chaser Mk1, it?s a really well priced Gamer case that looks like it came right out of a space craft.? The other cases we or some of our fellow gamersyndrome.com staff have used and really like are the Xigmatek Elysium and the Rosewill Thor and a lot of the Thermaltake cases where also on the list.

Power Supplies, Keyboards, Mice and all the rest.

The devil, in high-end computing, is in the details. To keep all this rig running you?ll need a serious power supply ? 900W should be a minimum, and don?t skimp or your PC will shut down randomly and/or sound like a 747 engine.? For this we went with a ultra powerful Antec ?MX35477 900W high current gamer power supply.? Lastly, the point of games is to, you know.. play them ? so look into decent gaming keyboards and mice. For example, Microsoft?s Sidewinder X4 can manage more simultaneous key presses than your fingers, and glows in the dark.

It should go without saying that this all represents a serious cash investment. An Aurora R4 specked up to this level will set you back the best part of $6,000, without even the speaker set, and a custom box will still leave a serious hole in your wallet. You could build two half-decent computers for the price of a GeForce 690 alone. But the bleeding edge has never been cheap ? and if you have a bit of money or a kidney to spare, a top-spec gaming box is the closest approach to geek heaven available.

Final Review:

All said and done this rig cost a total of $5000 (with dual monitors).? Not bad considering my first computer a Pentium 166MMX with a gig of ram and a 14? monitor cost me $2500 in the 90?s!? .. what do you think? overboard?

Stabbing survivor grilled by man accused of stabbing him, strangling mom

It was clearly going to be a grueling day of testimony for Nick Smith as he was about to be cross examined by the man accused of murdering his mother and stabbing him 18 times when he was only 5 years old.

Smith began crying shortly after taking the stand in Marietta, Ga., and was just spelling his name.

Smith, now 22, was testifying in the murder trial of Waseem Daker, who was acting as his own attorney.

Daker spent 10 years in prison for stalking Loretta Spencer Blatz, who was roommates with Nick Smith and his mother, Karmen Smith.

Shortly before Daker went to prison in 1995, Karmen Smith was strangled and Nick Smith was savagely attacked when he came home from school.

Smith recounted the assault in court today for prosecutors and then was cross examined by Daker. His testimony, he noted to prosecutors, came on what would have been his mother's birthday.

"I got home from school and my mom's car was still in the driveway so I thought she was home," Smith said through tears. "And I went downstairs and she wasn't there."

He said he went to upstairs to play with a friend, but returned again looking for his mother, but saw a man there instead.

"From what I could tell it was a man, but it was really dark and I just assumed that it was someone that I knew... The person in the room grabbed me and started stabbing me a bunch and I tried to yell and he covered my mouth and then he kept stabbing me," Smith said.

The stabbings, he said, "felt like I was getting punched."

Smith said he remembered a gloved hand over his mouth. He said his assailant was also wearing a black mask of some sort that covered his face. He said because of the mask he wasn't able to get a good look at the man who attacked him.

"I have stab wounds all over my chest and a stab wound in my hand," he testified and lifted his shirt to show the jury the 17 stab wounds on his chest and one to his hand.

When Daker took over the questioning, he asked Smith if he had heard the recordings of the statements he gave right after the attack. Smith responded that he wouldn't want to, and said he doesn't remember telling the detectives at the time that he could see his attacker's eyes, which he said were blue.

"I was in the hospital and had gotten stabbed repeatedly by you, so I don't think that's a very good time to be asking a 5 year old questions like that," Smith responded.

Daker had long been a suspect in Karmen Smith's murder, but it wasn't until 2009 that that hairs found on Karmen Smith's body matched Daker's DNA.

It was the second day of dramatic testimony in the trial. Last Friday, Blatz took the stand and was clearly rattled having to be grilled by the man imprisoned for stalking her relentlessly and accused of murdering her roommate.

After several hours of questioning, Blatz fought back against Daker when he asked the judge to label her testimony during his questioning as "inappropriate."

"Well, you know, it's really inappropriate that you stalk me and harass me, and you're sitting here asking me questions, and I have to come back with you and answer your questions, that's hard for me," she said, breaking down and sobbing.

"I didn't realize this was going to turn into murder. My God, I mean, if I would have known I would have taken notes," she told the court.

Daker was imprisoned for stalking Blatz after the two met on a paintball team in 1995. He began calling her at all hours, showing up unexpectedly at her home and refusing to leave, and even breaking into her home.
